{"id":21410,"date":"2014-08-29T18:09:00","date_gmt":"2014-08-29T22:09:00","guid":{"rendered":"http:\/\/cfif.org\/v\/freedom_line_blog\/?p=21410"},"modified":"2014-08-29T18:09:00","modified_gmt":"2014-08-29T22:09:00","slug":"pennsylvania-governor-says-yes-to-obamacare-medicaid-expansion","status":"publish","type":"post","link":"https:\/\/cfif.org\/v\/freedom_line_blog\/21410\/pennsylvania-governor-says-yes-to-obamacare-medicaid-expansion\/","title":{"rendered":"Pennsylvania Governor Says Yes to ObamaCare Medicaid Expansion"},"content":{"rendered":"<p>After years of rebuffing calls to participate in ObamaCare\u2019s Medicaid expansion, Pennsylvania Republican Governor <a href=\"http:\/\/www.washingtonpost.com\/blogs\/wonkblog\/wp\/2014\/08\/28\/pennsylvanias-republican-governor-expands-medicaid\/ \" target=\"_blank\">Tom Corbett is changing his mind<\/a>.<\/p>\n<p>Sort of.<\/p>\n<p>While the announcement comes as a bit of a surprise, it doesn\u2019t appear to be a total loss for fiscal conservatives. (Others may disagree, of course.)<\/p>\n<p>According to the terms of the agreement between Gov. Corbett\u2019s office and the Centers for Medicare and Medicaid, Pennsylvania won\u2019t simply be expanding its Medicaid program. Instead, it will use the extra dollars made available under ObamaCare to pay for (i.e. subsidize) <a href=\"http:\/\/www.philly.com\/philly\/health\/healthcare-exchange\/20140829_Feds_approve_Corbett_s_Pa__Medicaid_expansion_proposal.html \" target=\"_blank\">private health insurance plans for newly eligible<\/a> state Medicaid beneficiaries.<\/p>\n<p>The agreement stipulates that Corbett\u2019s alternative is being allowed as a five-year \u201cdemonstration project,\u201d meaning that its future is not assured. Much will depend on how the project\u2019s measurements are defined, if the reforms Corbett supports are to survive.<\/p>\n<p>For now, <a href=\"http:\/\/www.philly.com\/philly\/health\/healthcare-exchange\/20140829_Feds_approve_Corbett_s_Pa__Medicaid_expansion_proposal.html \" target=\"_blank\">Pennsylvania joins the ranks<\/a> of Indiana, Arkansas and Iowa as states that are attempting to use ObamaCare\u2019s Medicaid expansion to decrease their uninsured population \u2013 without, of course, breaking the bank.<\/p>\n<p>It\u2019s hard to see how that will happen, but we now have at least four states offering themselves as very costly social science experiments.
