Newspaper headlines sometimes employ such delicious phraseology that additional commentary seems almost unnecessary.   When such headlines arrive via The New York Times, it only amplifies the delight.   In this particular case, the Times headline read, “Where Are All the Atlantic Hurricanes?  Why This Year Is So Quiet,” with the subheadline “There Hasn’t Been a Single One Yet.”   According to its report, this year’s Atlantic Ocean hurricane season just passed its traditional peak without the occurrence of a single hurricane. …
