Unfortunately, a destructive proposal before Congress misleadingly named the "Railway Safety Act" (RSA), part of broader surface transportation reauthorization, threatens great harm to our railroads.

Simply put, the bill has nothing to do with improving safety, but has a lot to do with advancing the political agenda of Big Labor.  At a moment when inflation burdens American families and fragile supply chains remain vulnerable to disruption, the last thing our economy or rail sector need is another costly federal mandate imposed upon one of the nation’s most important transportation sectors.

WASHINGTON, DC  Today, Center for Individual Freedom (CFIF) Senior Vice President of Legal and Public Affairs Timothy Lee released the following statement in anticipation of the U.S. House Committee on the Judiciary’s mark-up of H.R. 1109, the “Litigation Transparency Act of 2025” and H.R. 2675, the “Protecting Our Courts from Foreign Manipulation Act of 2025,” scheduled for tomorrow: 

“CFIF strongly encourages the House Judiciary Committee to pass both the Litigation Transparency Act of 2025 (H.R. 1109) and the Protecting Our Courts from Foreign Manipulation Act (H.R. 2675), which address the growing threat to the American judicial system posed by murky foreign-sourced third-party litigation funding.  

“Currently, those elusive funding agents make lawsuits in American courts both longer and more costly, which in turn raises prices across a wide array of products and services for American families.  They also raise insurance costs and pressure small businesses in particular while exploiting American courts to advance their own foreign interests. 

“By requiring greater transparency of third-party foreign agents funding federal litigation, and closing current legal loopholes that they exploit, Congress can help protect the independence and fairness of our legal system, protect U.S. national and economic security and prioritize American consumers and employers over foreign actors with ulterior interests.”
