With the federal budget now officially a non-issue until 2015, 2014 – in particular the midterm elections that will animate it – is shaping up to be the year Republicans finally give voters an ObamaCare alternative. That is, unless Democrats succeed in convincing a minority of GOP members to help fix the broken health care law.
