White House Stays Quiet Amidst Egyptian Turbulence

White House officials remained silent during the extended Thanksgiving weekend, as Egypt’s pro-democracy groups called on President Barack Obama to condemn Thursday’s power grab by their country’s Islamist president, Mohammed Morsi.

Morsi decreed Nov. 22 that his pronouncements and edicts were beyond the reach of judicial review. The announcement was met by resistance from the nation’s top judges, who said they would fight Morsi’s unusual self-elevation to near-dictator status.

Not to kick our Egyptian friends when they’re down, but point to any random spot on a map and chances are that you’ll be within hailing distance of a nation that has been disappointed waiting for the Obama Administration to do the right thing. Whether it’s supporting dissidents in Iran, protecting constitutional government in Honduras, or providing missile defense for Poland and the Czech Republic, the president has a real gift for making himself scarce when the stakes get high.

If the devolution of Egypt continues apace, the implications for Obama’s legacy are decidedly negative. This president, after all, promised a new start for the Islamic world in 2009. And he did so in Cairo.

On Evil and Limitations: The Situation in Syria

Throughout the year, I’ve repeatedly been critical here at CFIF of the atrocities occuring in Bashar al-Assad’s Syria and the feckless Western response they’ve engendered. What I haven’t done, however, is called for regime change.

There’s a reason for that. In the hornet’s nest that is the Middle East, even regimes seemingly superlative in outright evil (such as Assad’s Syria and Gaddafi’s Libya) can’t be displaced with any certainty that the successor regime will be better. Writing for the Texas-based private intelligence firm Stratfor (of which he is and founder and CEO), George Friedman gives an excellent summary of why that is, using Egypt and Syria as examples:

What was misunderstood [in the West] was that while there was in fact a democratic movement in Egypt, the liberal democrats who wanted a Western-style regime were not the ones exciting popular sentiment. What was exciting it was the vision of a popularly elected Islamist coalition moving to create a regime that institutionalized Islamic religious values.

Westerners looked at Egypt and saw what they wanted and expected to see. They looked at Egyptians and saw themselves. They saw a military regime operating solely on brute force without any public support. They saw a mass movement calling for the overthrow of the regime and assumed that the bulk of the movement was driven by the spirit of Western liberalism. The result is that we have a showdown not between the liberal democratic mass and a crumbling military regime but between a representative of the still-powerful regime (Shafiq) and the Muslim Brotherhood.

If we understand how the Egyptian revolution was misunderstood, we can begin to make sense of the misunderstanding about Syria. There seemed to be a crumbling, hated regime in Syria as well. And there seemed to be a democratic uprising that represented much of the population and that wanted to replace the al Assad regime with one that respected human rights and democratic values in the Western sense. The regime was expected to crumble any day under the assaults of its opponents. As in Egypt, the regime has not collapsed and the story is much more complex.

Syrian President Bashar al Assad operates a brutal dictatorship that he inherited from his father, a regime that has been in power since 1970. The regime is probably unpopular with most Syrians. But it also has substantial support. This support doesn’t simply come from the al Assads’ Alawite sect but extends to other minorities and many middle-class Sunnis as well. They have done well under the regime and, while unhappy with many things, they are not eager to face a new regime, again likely dominated by Islamists whose intentions toward them are unclear. They may not be enthusiastic supporters of the regime, but they are supporters.

It’s long past time that those of us in the West allow the Jeffersonian reveries that accompanied the genesis of the Arab Spring to fade. In most nations in the region, we are faced with one of two choices: secular dictatorships or Islamist totalitarianism. In general, the former will be preferable to the latter, though only marginally less despicable. In Syria, the brutality of the Assad regime — combined with its alliance with Iran — makes the situation virtually unnavigable.

These are loathsome choices. But that fact shouldn’t lead us to the delusion that they are false ones.

In Tibet, Shades of Tunisia?

The Arab Spring has changed shapes so many times in the year since it started — with the most recent development coming in the form of a Muslim Brotherhood bid for the presidency of Egypt — that it’s easy to forget the relatively small act that kicked it off: the self-immolation of Tunisian street vendor Mohammed Bouazizi, who took his own life in protest of state-sponsored oppression.

There’s at least one place outside of the Middle East where that example hasn’t been forgotten, however: Tibet. From a report in the Washington Post:

More than 33 Tibetans … have set themselves on fire in a recent wave of … acts of resistance against Chinese rule. The self-immolations are a reaction to what many Tibetans see as a systematic attempt to destroy their culture, silence their voices and erase their identity — a Chinese crackdown that has dramatically intensified since protests swept across the region in 2008.

In the spring of 2008, as the Beijing Olympics approached, Tibet was once again engulfed in protests and riots in which hundreds were killed and thousands were arrested. The response has been brutal, human rights groups say.

A program to resettle Tibet’s nomads into apartments or cinder-block houses and fence off their vast grasslands has gathered pace, the replacement of Tibetan by Chinese as a medium of instruction in schools has been expanded, and government control over Tibet’s Buddhist monasteries, the center of religious and cultural life, has been tightened.

The Post‘s report goes on to chronicle other horrors in detail (one Buddhist monk who set himself aflame in 2009 with a picture of the Dalai Lama and a Tibetan flag was shot to death by Chinese police). With that kind of merciless force — and the sheer scope of Chinese power — it is doubtful that Tibet will ever earn its freedom by any means other than Chinese fatigue or outside intervention, neither of which look to be anywhere on the horizon. Against such dire odds, the courage of resistant Tibetans is all the more remarkable — and the necessity of publicizing their plight all the more acute.

Pouring Cold Water on the Arab Spring

The always-provocative strategist George Friedman (head of Austin-based STRATFOR) is out with a new analysis of President Obama’s Middle East policy today on RealClearWorld (caveat: Friedman is always provocative, but not always accurate. He wrote a 1991 book titled “The Coming War with Japan”). As usual, Friedman’s work is rife with insight, but no single passage deserves quotation as much as his dispassionate diagnosis of the Arab Spring:

The central problem from my point of view is that the Arab Spring has consisted of demonstrations of limited influence, in non-democratic revolutions and in revolutions whose supporters would create regimes quite alien from what Washington would see as democratic. There is no single vision to the Arab Spring, and the places where the risings have the most support are the places that will be least democratic, while the places where there is the most democratic focus have the weakest risings.

The piece deserves reading in its entirety for its thorough analysis of the region, but this is perhaps its most important point. The Middle East needs real change before hope becomes an appropriate response. Newsroom revolutions are not adequate.
